"We believe it would be both fairer and more educational for our debaters to attempt to qualify for the NDT in the area, and with the competitors, where they will have spent the far greater part of their year. "I must stress here, as I have to everyone with whom I have spoken, that this request is in no way intended to reflect negatively on the coaches, judges and debaters of District III. We like and respect them, and are very fairly treated at their tournaments. We simply believe that our students, and our program, are better served by competing in policy debate at tournaments which are rules oriented. "I have spoken with the Chair of District VII, Anand Rao, who tells me that the District VII Committee is supportive of our request. I have also spoken with District III Chair Joel Rollins, who tells me that he and the District III members who have responded to him about this request are opposed." This remains a rationale for our request. But over the intervening weeks, speaking with a number of colleagues I have come to see the issue in a much broader perspective. In 1947, the original eight geographic boundries were drawn by the U.S. Military Academy, with the help of an advisory committee of coaches, based on then existing travel patterns. With the exception of the creation of District IX, also based on prevailing travel patterns, these lines, with very minor exceptions, remain in effect today. But travel patterns have not remained the same. Whether for economic, transportational or pedagogical reasons, some schools simply no longer debate a majority of their rounds in their geographic district. For many of us, the NDT remains the culmination of the year's competition, and merely qualifying for it is regarded as a significant achievement. And we continue to believe that is both fairer and more educational for our debaters to attempt to qualify for the NDT in the area, and with the competitors, where they will have spent the greater part of their year. First, I think it might make sense to send out a checklist for what documentation needs to demonstrate. In many ways, the NDT wording was borrowed from the AFA, which says: A tournament contestant is to be an officially enrolled undergraduate student in good standing at the college or university he/she is representing in competition. A contestant is considered "officially enrolled" when he/she is duly registered in accordance with institutional regulations as an undergraduate student at the college or university he/she is representing in competition. A contestant is considered an "undergraduate" if he/she is registered as a bachelor or associate degree seeking student at the institution he/she is to represent in competition and is not in possession of a BA degree. "Good standing" shall be determined by rules and policies set by the institution the forensics competitor is representing in competition. Thus, I would argue the good standing language needs to remain for the NDT to be consistent with the AFA.
